Pour 2 tablespoons of cream into a small shallow dish.
Pour raw sugar into a second small shallow dish.
Dip the rim of a coupe glass or martini glass into the heavy cream, then run the rim of your glass through the raw sugar to coat it.
Set the glass aside.
In a cocktail shaker filled with ice cubes, combine vanilla vodka, white chocolate liqueur, heavy cream, brown sugar syrup, and macadamia nut liqueur.
Shake well for at least 10 seconds.
Strain into your prepared glass.
